PRESS RELEASE — Governor Kathy Hochul today announced the release of a comprehensive study of New York State’s quantum technology landscape, finding that the Empire State ranks second nationally in quantum-related businesses, research groups and patents. Commissioned by Empire State Development’s Division of Science, Technology and Innovation (NYSTAR), the study highlights New York’s position as a national leader in the emerging industry and identifies opportunities to strengthen collaboration, accelerate commercialization and support future economic growth.
“New York is building the foundation for the next generation of technological breakthroughs, and quantum technology represents an enormous opportunity for our economy,” Governor Hochul said. “With world-class research institutions, advanced manufacturing capabilities and a growing network of innovative businesses, we have the tools to lead this emerging industry. Our $360 million investment will help turn that potential into progress, bringing new technologies to market, attracting private investment and creating good-paying jobs across New York State.”
Empire State Development President, CEO and Commissioner Hope Knight said, “Under Governor Hochul’s leadership, New York is making strategic investments to lead the next generation of technological innovation. This study confirms that our state has the research institutions, manufacturing capabilities and industry expertise needed to compete in the growing quantum economy. By connecting these strengths and supporting commercialization, we’re positioning New York to attract investment, create good-paying jobs and turn groundbreaking research into real economic opportunity.”
SUNY Chancellor John B. King Jr. said, “SUNY is driving research innovation and moving New York State forward thanks to the strong support of Governor Hochul and state leaders and their investment in our researchers and state of the art facilities. The State University of New York at Stony Brook — along with the State University of New York centers at Buffalo, Binghamton, and Albany — are leading the way on quantum and we are excited about what is next on the horizon as its researchers drive this technology forward.”
The SUNY Board of Trustees said, “New York State is at the forefront of quantum research, and it is a testament to solid partnership, strong investment, and top researchers at the State University of New York at Stony Brook, Buffalo, Binghamton and Albany. We are thankful to Governor Hochul, our State Legislature, and our federal partners for their ongoing commitment to research.”
The Quantum Technology Landscape Study was commissioned by NYSTAR and prepared by The Quantum Insider. It identified 134 operating entities, 219 research groups and 734 patent families connected to quantum technology in New York, spread across 10 regions with complementary strengths. New York ranks second only to California across all three benchmarks and is one of just two states with capabilities spanning the entire quantum value chain, from research and manufacturing to commercial applications. The study identifies greater coordination among researchers, manufacturers and potential customers as a key opportunity to strengthen New York’s competitive position in the emerging industry.
The study’s findings will inform NYSTAR’s strategy on quantum innovation as New York prepares to establish up to four Regional Quantum Technology Commercialization Hubs, first proposed in Governor Hochul’s 2026 State of the State and funded with $60 million in the FY 2027 Budget. Administered by NYSTAR, the Regional Quantum Technology Commercialization Hubs will serve as local anchors for developing quantum innovations and bringing them to market. Each hub will also operate an incubator for quantum-focused startups in need of mentorship, access to quantum computing and other resources integral to early-stage success.
New York is also investing $300 million in the Quantum Research and Innovation Hub at SUNY Stony Brook, which will become the centerpiece of a statewide network connecting universities, entrepreneurs, established companies and government partners in the quantum industry.
The study estimates that New York’s $360 million commitment to the Stony Brook hub and regional commercialization hubs could support $2.3 billion to $5 billion in economic activity and 7,200 to 10,100 job-years, equivalent to one full-time job supported for one year, through 2036.
Empire State Development’s NYSTAR Executive Director Ben Verschueren said, “We commissioned this report to gain a holistic view of New York’s presence in quantum and the opportunities ahead. Orchestrating our existing network will be critical, underscoring the importance of Regional Quantum Technology Commercialization Hubs to the overall effort. Just as we did with semiconductors, connecting our statewide capabilities in quantum will unlock incredible economic potential.”
Senator Charles Schumer said, “Quantum technology will define the next century of innovation, and New York is where that future is being built. I’m proud to have delivered billions in federal funding to boost New York’s quantum leadership, including $1 billion from my CHIPS & Science Law for IBM to build a new quantum fab, $375 million in CHIPS funding for GlobalFoundries’ brand-new quantum business, and continued support for Rome Air Force Research Lab, Brookhaven National Lab, and SUNY’s quantum initiatives. Together with Governor Hochul, we are working to ensure New York’s manufacturing can once again power the world and create good-paying jobs for generations to come.”
Senator Kirsten Gillibrand said, “New York is at the forefront of the global quantum revolution. Being recognized as a top-tier state for quantum technology is a testament to New York’s world-class researchers, highly skilled workforce, and strategic investments. I thank Governor Hochul for her partnership in advancing this critical sector to ensure New York remains an economic and technological force for years to come.”
New York State Economic Development Council Executive Director Ryan M. Silva said, “Innovation is what helped build New York, and this study highlights that we remain on the cutting edge of economic development. We commend Governor Hochul for her commitment and her investment in quantum technology. At conferences across the country, we hear how our infrastructure and our talent are the gold standard, and that will continue for generations to come. Almost every industry whether it be healthcare or finance relies on quantum technology. New York will be ready, willing, and able to support the world thanks to investment like this.”
Westchester County Director of Entrepreneurship and Innovation Deborah Novick said, “The New York State Quantum Consortium applauds Governor Hochul’s continued investment in advancing New York’s quantum industry. Developing a comprehensive and accurate picture of the state’s quantum landscape will be invaluable in identifying opportunities, strengthening collaboration, and supporting the growth of this important sector. We look forward to reviewing the report and its findings.”
Quantum technology harnesses the fundamental properties of physics to process information and take measurements at speeds and precisions previously considered impossible. Quantum represents a transformative economic opportunity projected to unlock hundreds of billions of dollars in commercial value across key industries:
- Revolutionizing Healthcare: Enables molecular-level simulation to accelerate drug discovery, personalized therapies, and ultra-sensitive medical imaging for earlier disease and cancer detection.
- Safeguarding Personal & Financial Data: Deploys next-generation, quantum-resistant encryption to shield banking transactions, healthcare records, and essential public utilities from advanced cyberattacks.
- Improving Daily Infrastructure: Enhances grid reliability, optimizes public transportation networks, and reduces supply-chain bottlenecks through advanced optimization.
- Creating High-Paying Local Jobs: Positions New York to capture high-growth manufacturing, research, and technician roles that do not require an advanced degree.
New York’s opportunity to assert its position in quantum follows an upswing in public and private investments. Governments worldwide have committed an estimated $42 billion to quantum initiatives, led by $8.9 billion in federal funding commitments by the United States. Meanwhile, private financing has accounted for $4.9 billion raised by quantum companies in 2025 and $5.3 billion to date in 2026.
The Empire State has capitalized on the industry’s momentum. In September, Anderon finalized a $1 billion award with the U.S. Department of Commerce under the CHIPS and Science Act, matched by $1 billion from IBM, to accelerate research and development at its quantum foundry in Albany. GlobalFoundries was also awarded $375 million in federal CHIPS funding to expand its domestic quantum manufacturing capabilities this fall.
The study also noted New York’s foothold in semiconductors, optics and photonics, all of which serve the value chain for quantum technologies. The state’s financial services, healthcare and advanced manufacturing sectors make up one of the strongest concentrations of potential quantum users in the U.S.
